SUMMARY
Synopsis of Bill
House Bill 840 appropriates $250,000 from the general fund to the Board of Regents of the Uni-
versity of New Mexico for expenditure in FY 2007 to provide operational expenses for the UNM
Young Children’s Hospital
FISCAL IMPLICATIONS
The appropriation of contained in this bill is a recurring expense to the General Fund. .
Any unexpended or unencumbered balance remaining at the end of FY 2007 shall revert to the
General Fund.

SIGNIFICANT ISSUES (NMHED)
This proposal was submitted by UNM Young Children’s Health Center to the New Mexico
Higher Education Department (NMHED). This request is considered a special project. Such pro-
jects are listed as Research and Public Service Projects (RPSPs) by colleges and universities,
where they appear as line items in the budget. These programs are in addition to any Instruction
and General (I&G) budget appropriations that a college or university receives. As such, institu-
tions will annually submit its RPSP priority lists to NMHED for consideration.
While universities may submit RPSP requests to the Department, the Governor’s Office will
make a final determination in approving these projects.
OTHER SUBSTANTIVE ISSUES
The YCHC is located in East Central Albuquerque at 306A San Pablo SE. YCHC provides ur-
gent and primary care, mental health assessments, and social services including counseling and
case management.
The bill should reference the Young Children’s Health Center instead of the “Young Children’s
Hospital”.
