SUMMARY
Synopsis of Bill
House Bill 815 appropriates $250,000 from the general fund for the City of Albuquerque’s De-
partment of Family and Community Service grants.
FISCAL IMPLICATIONS
The appropriation of $250,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert
to the general fund.

SIGNIFICANT ISSUES
This line-item proposal was not included in the Executive budget recommendation or the LFC’s
appropriation recommendations.
The Department of Finance and Administration noted that it is not clear which program (youth
services, affordable housing, senior services, etc.) the funding is meant to support. Additionally,
the funding will most likely go to a non-profit organization and cannot pass through the Depart-
ment of Family and Community Services without an RFP process, which may be an administra-
tive burden.
ADMINISTRATIVE IMPLICATIONS
According to the Department of Finance and Administration’s Local Government Division, they
would administer the appropriation and have the staff and the knowledge to fund and monitor
this project.
