SUMMARY

Synopsis of Bill

House Bill 789 appropriates $350 thousand from the general fund to the Economic Development

Department for the purpose of funding increased rural community and Native American

economic development activities.

FISCAL IMPLICATIONS

The appropriation of $350 thousand contained in this bill is a recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of FY07 shall revert to the

general fund.

SIGNIFICANT ISSUES

Economic Development and Indian Affairs contribute the following:

The bill would support an initiative involving the New Mexico Economic Development

Department (NMEDD) and the American Indian Chamber of Commerce of New Mexico

(AICCNM). Together, these entities would work to implement a number of economic

development projects in tribal communities pursuant to the tribal consultation pilot plan as

submitted by the NMEDD. Specifically, the funding would support AICCNM and NMEDD’s

Four Winds Development Initiative (FWD). The initiative “Investing, job creation, partnerships,

expansion into…New Mexico Communities…Moving Forward” proposes to assist tribal

communities in accessing the programs and services available through NMEDD.

Additionally, the proposed projects include a tribal economic development summit and a

comprehensive assessment of tribal infrastructure and economic development needs of the

twenty-two Indian Tribes, Nations and Pueblos in New Mexico, among others.

The NM Indian Affairs Department would help assist the NMEDD and the AICCNM to achieve

the goal of increasing economic development initiatives in tribal communities.
