SUMMARY

Synopsis of Bill

House Bill 774 appropriates $30,000 from the general fund to the Board of Regents of New

Mexico Highlands University for the Upward Bound Program for high-risk high school students

to stimulate interest in and readiness for college.

FISCAL IMPLICATIONS

The appropriation of $30,000 contained in this bill is a recurring expense to the general fund.

Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert

to the general fund.

SIGNIFICANT ISSUES

According to the Higher Education Department, the proposal of $115,800 ($96,800 FY06 recur-

ring with $19,000 base adjustment for FY07) was submitted to the Higher Education Department

(HED) by NMHU and included in the Department’s funding recommendation for FY07 for level

funding at $96,800.

The LFC appropriation recommendations also include $96,800 for the Upward Bound Program

at HMHU.

CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP

House Bill 807 appropriates $25,000 to NMHU for transportation, faculty and other costs of the

Upward Bound Program.

The General Appropriation Act (HAFC/H 2, 3, 4, 5, 6 AND 78) appropriates $96,800 for the

Upward Bound Program at NMHU.
