SUMMARY
Synopsis of Bill
House Bill 771 appropriates twenty thousand dollars from the general fund to the New Mexico
Higher Education Department for the purpose of funding a mariachi pilot program at Luna
Community College.
FISCAL IMPLICATIONS
The appropriation of twenty thousand dollars contained in this bill is a recurring expense to the
general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year
2007 shall revert to the general fund.

SIGNIFICANT ISSUES
The appropriation seeks funding in order to initiate a start-up project that providing equipment,
uniforms, and musical instruments for a mariachi program.
This will be the basis for the start-up of a program similar to the successful local West Las Vegas
school district’s Mariachi Paisano. This band is well-known around the local community, and
provides entertainment statewide as well as nationally.
Currently, program goals include:
Create an environment that fosters personal growth and cultural awareness.
Prepare students for careers in music, business, or performance.
Provide student opportunities to perform and enhance the culture with mariachi music.
This proposal was not submitted to NMHED through research, public service, and special pro-
gram requests by LCC, and was not included in the Department’s funding recommendation for
fiscal year 2007.
ADMINISTRATIVE IMPLICATIONS
Appropriated funding is to be administered through New Mexico Higher Education De-
partment.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL
The program would need alternate funding sources in order to initiate the program at this pro-
posed level.
