SUMMARY
Synopsis of Bill
House Bill appropriates $35 thousand from the general fund to the Litter Control and Beautifica-
tion Fund for expenditure in FY07 for litter removal along the public roadways, including medi-
ans, shoulders and public rights of way, in the south valley of Bernalillo County between Central

Avenue southwest on the north, Rio Bravo Boulevard southwest on the south, Coors Boulevard
southwest on the west, and the Rio Grande on the east.
FISCAL IMPLICATIONS
The appropriation of $35 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall
revert to the general fund.
SIGNIFICANT ISSUES
The New Mexico Clean and Beautiful Program of the Tourism Department is charged with ad-
ministering this fund for litter cleanup and beautification along NM roads and highways. The
program awards grants to communities for their cleanup efforts.
ADMINISTRATIVE IMPLICATIONS
It is not clear how the Clean and Beautiful Program will track a separate, reverting appropriation
to the non-reverting fund.
ALTERNATIVES
The appropriation could instead be directed to the DFA, Local Government Division for this
purpose. Or, existing monies in the Litter Control and Beautification Fund could be set aside for
this purpose.
