SUMMARY
Synopsis of Bill
House Bill 753 appropriates $50.0 from the general fund to the Board of Regents of the Univer-
sity of New Mexico to expand the university’s Chicano-Hispano-Mexicano studies program to
provide for tenure track assistant professorships, lecturers, graduate assistants, community out-
reach and curriculum development staff.
FISCAL IMPLICATIONS
The appropriation of $50,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert
to the general fund.
According to the Higher Education Department, House Bill 753 is considered recurring because
it proposes funding for salaries to hire tenure-track faculty members.

SIGNIFICANT ISSUES
This request was not on the list of priority projects submitted by UNM to the New Mexico
Higher Education Department for review and was not included in the Department’s funding rec-
ommendation for FY07. This line-item proposal was not included in the LFC’s appropriation
recommendations.
According to the Higher Education Department, the current budget of $130,662 is funded by
UNM.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
Senate Bill 501 appropriates $250,000 for a similar purpose as this bill. The only difference is
that House Bill 753 (this bill) uses the word “staff” after “lecturers, graduate assistants, commu-
nity outreach, and curriculum development. Senate Bill 501 does not.
