SUMMARY
Synopsis of Bill
House Bill 711 appropriates $300,000 from the general fund to the Board of Regents of New
Mexico Highlands University (NMHU) to support a national youth sports program for under-
served youth.
FISCAL IMPLICATIONS
The appropriation of $300,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert
to the general fund.
SIGNIFICANT ISSUES
This proposal was not included among the special program funding requests submitted by the

NMHU to the Higher Education Department (HED) for review. Consequently, this proposal has
not been included in the HED fiscal year 2007 funding recommendations to the Legislature.
ADMINISTRATIVE IMPLICATIONS
The administrative impact of this legislation would fall on NMHU.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
This bill is related to Senate Bills 687, 688, 693, 694 and 696 which appropriate fund for this
program to New Mexico Highlands University, Luna Community College, University of New
Mexico, New Mexico State University and Northern New Mexico State School, respectively.
OTHER SUBSTANTIVE ISSUES
HED provided information indicating that NMHU has supported a longstanding national youth
sports program designed for economically disadvantaged youth for up to 300 students during the
summer. The surrounding communities of Penasco, Wagon Mound, Mora, San Jose, San Juan,
Villanueva, and Tecolote participate in this program. It is shown that 90% of the elementary and
middle-school students who participate are economically disadvantaged. NMHU’s NYSP is one
of more than 200 NYSP projects nationwide. This year the NYSP has received a decrease in
federal funds. This bill provides the necessary funding in order to support this on-going program
that serves approximately 300 students daily.
HED reports that the National Youth Sports Program Fund (NYSP Fund), d.b.a. National Youth
Sports Corporation (NYSC) is a nonprofit organization established to administer more than 200
NYSP nationwide projects. The NYSC receives a federal grant from the U.S. Department of
Health and Human Services, as well as support from the U.S. Department of Agriculture and the
NCAA. The NYSC distributes subgrants to selected institutions of higher education that provide
qualified personnel, facilities, and services necessary to instruction, skills training, and competi-
tion in a variety of sport activities designed to improve physical fitness and health habits, and
exposure to educational and career opportunities. In addition, participants receive, at no cost to
them, a medical screening, daily transportation, and nutritious meals.
POSSIBLE QUESTIONS
Has NMHU contributed financially to the support of this program in previous years. If so, how
was it funded.
Would the requested appropriation be used to contract for program delivery with National Youth
Sports Corporation, or would the funds be used to cover institutional costs related to program
delivery.
