SUMMARY

Synopsis of Bill

House Bill 672 appropriates $3.3 million from the general fund to DOH for the purpose of fund-

ing maternal and child health programs.

FISCAL IMPLICATIONS

The appropriation of $3.3 million contained in this bill is a recurring expense to the general fund.

Any unexpended or unencumbered balance remaining at the end of FY07 shall revert to the gen-

eral fund.

SIGNIFICANT ISSUES

DOH indicates it is not clear whether this bill would fund a variety of maternal and child health

services statewide; however, it is possible that the bill is intended to be used for health councils

funded by the Public Health Division (PHD) pursuant to the County Maternal and Child Health

Plan Act (CMCHPA). Since the implementation of the CMCHPA, the number of county and

community based health councils funded by PHD has grown progressively in order to expand the

number of communities with health council representation. Currently, PHD funds a health coun-

cil in each of the thirty-three (33) New Mexico counties and in four (4) Native American com-

munities. While the number of health councils funded has increased since FY2001, the level of

available funds for health councils through the CMCHPA has remained the same or decreased.

DOH notes funding through the CMCHPA has encouraged and supported local efforts to identify

and address locally identified health needs and priorities. Maternal and Child Health services

funded through the CMCHPA are those identified as priorities in each health councils’ compre-

hensive plan.

ADMINISTRATIVE IMPLICATIONS

DOH indicates this appropriation would require 1 additional FTE at a cost of $60 thousand for

salary and benefits and $11.5 thousand for start-up costs for a computer, office furniture and sup-

plies, etc.

RELATIONSHIP

House Bill 672 relates to House Bill 292 which appropriates $100 thousand to DOH for maternal

and child health services in Socorro County. Additionally, the House Appropriations and Fi-

nance Committee substitute for House Bill 2 contains $2.8 million for maternal and child health

programs.

TECHNICAL ISSUES

DOH suggests the following amendment, on line 17 after “2007, replace the remainder of the

line with “for health council services related to the County Maternal and Child Health Plan Act.”
