SUMMARY
Synopsis of Bill
House Bill 670 appropriates $5,000,000 from the General Fund to the Teacher Professional
Development Fund (TPDF).
Any unexpended or unencumbered balance remaining at the end of a fiscal year shall not revert
to the General Fund.

FISCAL IMPLICATIONS
This bill appropriates $5,000,000 to the TPDF, thereby reducing potential funding to the GF by
the same amount. The LFC has concerns with the earmarking of funds, as earmarking reduces
the ability of the legislature to establish spending priorities.
SIGNIFICANT ISSUES
The House Education Committee (HEC) House Bill 3 appropriated $3,000,000 for the TPDF to
be used for the funding of: Re:Learning; Regional Educational Technology Assistance; Strength-
ening Quality in Schools (SQL); Service Learning; Golden Apple; Closing the Achievement
Gap; Leadership Academy; and other professional development programs. Several of these pro-
grams represent an on-going cost to the General Fund and have continued for a number of years.
HAFCS/H 2, 3, 4, 5, 6 and 78 (Section 5. Special Appropriations) appropriates $2,400,000 for
the same purpose and programs.
PERFORMANCE IMPLICATIONS
HAFCS/H 2, 3, 4, 5, 6 and 78 (Section 5. Special Appropriations) includes the direction to the
Public Education Department (PED) to evaluate programs funded through the TPDF and provide
a report to the Legislative Education Study Committee (LESC) by November 2006.
