SUMMARY
Synopsis of Bill
House Bill 668 adds four members to the New Mexico Compilation Commission: the State Re-
cords Administrator, the Dean of the University of New Mexico Law School, the Director of the
Legislative Council Service, and the President of the New Mexico State Bar Association. The
bill also permits each of these commission members to appoint a designee or deputy from their
staff to serve in their place.
FISCAL IMPLICATIONS
House Bill 668 does not make an appropriation. Since fiscal year 2005 the Compilation Com-
mission has been primarily funded by enterprise revenues from the sale of its publications (laws,
opinions, and rules). The LFC budget recommendation notes that the enterprise revenues have

not been earned at the levels forecast, but that moving the publication operation in-house along
with subsidies has reduced the cost of publications to state agencies.
The Executive budget recommendation for fiscal year 2007 is $1,269.5; the LFC recommenda-
tion is $1,392.1. The LFC recommendation includes three new FTEs: a director and two man-
agement analysts. The purpose of these positions is to reduce the workload on commission
members who already have full-time duties.
SIGNIFICANT ISSUES
It is possible that the duties imposed on the four new commission members may have an addi-
tional operating budget impact, but no information is available at this time.
