SUMMARY

Synopsis of Bill

House Bill 646 appropriates $3.5 million from the general fund to the Local Government Divi-

sion (LGD) of the Department of Finance and Administration (DFA) in FY07 to provide the Al-

buquerque police department (APD) with the necessary computer software and hardware up-

grades for the comprehensive information system to:

(1) provide for officer-scheduling and case-management software that allows the de-

partment to coordinate with the appropriate court systems and schedule and notify officers of

court hearings, with updates through various media, to reduce court dismissals due to failure to

appear;

(2) ensure that existing hardware for the comprehensive information system fully lev-

erages its capabilities;

(3) establish appropriate communication links to allow real-time information sharing

with other criminal justice systems; and

(4) ensure that the comprehensive information system includes a police records man-

agement system, police and fire computer-aided dispatch, police and fire mobile data computing,

an automated and field reporting system and a data warehouse available to multiple agencies and

jurisdictions.

FISCAL IMPLICATIONS

The appropriation of $3.5 million contained in this bill is a non-recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of FY07 would revert to

the general fund.

SIGNIFICANT ISSUES

DFA noted that APD currently has a comprehensive information computer system in place. Thre

and a half years ago, the APD recognized that the system was in need of significant upgrades. In

December 2005, APD entered into a contract with Compudyne to purchase and install hardware

and software programs, and provide the Department with program management. The contract

with Compudyne is for $4,200,000. This $3,500,000 appropriation will be used to further ex-

pand and upgrade this system. The upgrades will:

1. Provide officer-scheduling and case-management software. This software will enable

APD to coordinate and communicate with the courts to schedule and notify officers of court

hearings. This notification is expected to reduce the number of court dismissals due to the offi-

cers failing to appear.

2. Establish communication with other criminal justice systems, i.e. Rio Ranch Police De-

partment, and NM State Police, as well as district attorney's and public defenders.

3. Ensure that the existing system includes a modern police records management system, po-

lice and fire computer-aided dispatch, police and fire mobile data computing, an automated and

field reporting system and a data warehouse available to multiple agencies and jurisdictions. The

computer-aided dispatch system needs to be upgraded to enable the officers to receive and send

the most current information regarding offenders. The new system will also allow the officers to

participate in advanced crime analysis both on their desktop and in their vehicles. This appro-

priation will purchase desktop and laptop computers with the capacity to run the software sys-

tem, and additional software to innovate the overall program and the Department. The City of

Albuquerque will administer this appropriation. APD will pay for operations and maintenance of

the program, upon purchase and installation.

ADMINISTRATIVE IMPLICATIONS

LGD/DFA has the capacity to administer this non-recurring appropriation.
