SUMMARY
Synopsis of Bill
House Bill 638 appropriates $250,000 from the general fund to the Department of Health to pro-
vide grants to political subdivisions of the state and state agencies for automatic external defibril-
lator programs.
FISCAL IMPLICATIONS
The appropriation of $250,000 contained in this bill is a non-recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall
revert to the general fund.
SIGNIFICANT ISSUES
According to the Department of Health (DOH),
cardiac arrest (sudden stopping of the heart) is
the third leading cause of death in New Mexico and in the United States. The primary first-aid
treatment for cardiac arrest is the proper use of an automatic external defibrillator (AED) and
secondly (CPR). Public access to defibrillation (PAD) makes AEDs available in public and/or
private places where large numbers of people gather or people who are at high risk for heart at-
