SUMMARY

Synopsis of Bill

House Bill 628 appropriates $350 thousand from the general fund to ALTSD for the purpose of

funding a federal demonstration project known as naturally occurring retirement communities

and to contract with community service providers to provide an array of services to elderly per-

sons wishing to remain in their own homes.

FISCAL IMPLICATIONS

The appropriation of $350 thousand contained in this bill is a recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of FY07 shall revert to the

general fund.

SIGNIFICANT ISSUES

ALTSD notes the purpose of this appropriation is to develop and assess an innovative service

delivery model to enable senior citizens to avoid premature institutionalization through suppor-

tive in-home services. The project includes provisions for an array of community-based physi-

cal, mental health and medical services, targeted to populations living in naturally occurring re-

tirement communities. Services are currently provided by the Jewish Family Service of New

Mexico in Albuquerque. The model is a “grassroots” effort with each local community to de-

velop services and supports tailored to each community’s needs. The model was initiated in Al-

buquerque, Rio Rancho, and has expanded to Ft. Sumner.

ADMINISTRATIVE IMPLICATIONS

ALTSD has the capacity to implement the funding with existing staff and systems. ALTSD staff

will need to develop a RFP and provide contract oversight for local providers.

RELATIONSHIP

House Bill 628 relates to House Bill 129, which funds naturally occurring retirement communi-

ties (NORC) at $100 thousand. House Bill 628 also duplicates Senate Bill 251 and House Bill

490.
