SUMMARY
Synopsis of Bill
House Bill 620 appropriates $250,000 from the general fund to the Board of Regents of New
Mexico Institute of Mining and Technology to implement an electronic marketing database.
FISCAL IMPLICATIONS
The appropriation of $250,000 contained in this bill is a non-recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall
revert to the general fund.
The Department of Finance and Administration (DFA) assumes this appropriation to be nonre-
curring because the funding is for the implementation of the database rather than operating costs
of the program associated with the database, and because the reported intended recipient of the
funding claims that this would be “bridge funding” for a program which is intended to be self-
sustaining.
