SUMMARY

Synopsis of Bill

House Bill 578 appropriates $50 thousand from the general fund to the Tourism Department for

the Intertribal Ceremonial.

FISCAL IMPLICATIONS

The appropriation of $50 thousand contained in this bill is a recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of FY07 shall revert to

the general fund.

SIGNIFICANT ISSUES

The appropriation is not made directly to the Intertribal Ceremonial Fund or the Intertribal

Ceremonial Office, which is administratively attached to the Tourism Department.

TD reports that more than 30,000 visitors from throughout the US, as well as Mexico, Canada

and Europe, attend this event. Increasing the number of visitors to New Mexico is a key per-

formance measure of NMTD.

CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP

HB 578 relates to

SB615, which appropriates $375 thousand to the Tourism Department for the Gallup Inter-

tribal Ceremonial.

HB475, which appropriates $290 thousand to the Intertribal Ceremonial Fund and amends

the Intertribal Ceremonial Act.

•

HC238, which requests $75 thousand to acquire land and a building for the Intertribal Cere-

monial Office in Gallup, NM.

OTHER SUBSTANTIVE ISSUES

The 2006 ceremonial will mark the 85

th

Intertribal Ceremonial in Gallup. Last year, 30 Native

American tribes were represented at the event. The multi-day festivities include an arts and

crafts market, second in attendance only to Indian Market in Santa Fe. The lodging and restau-

rant industries in Gallup are significantly impacted during the week of the ceremonial.

WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL

If this or other legislation to support the Intertribal Ceremonial is not enacted, the event might

not have adequate funding for FY07.
