SUMMARY

Synopsis of Bill

House Bill 557 appropriates $100 thousand from the general fund to the Local Government Divi-

sion (LGD) of the Department of Finance and Administration (DFA) in FY07 to implement a

rapid response community-based policing program at the northeast substation of the Albuquer-

que Police Department (APD).

FISCAL IMPLICATIONS

The appropriation of $100 thousand contained in this bill is a recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of FY07 would revert to

the general fund.

SIGNIFICANT ISSUES

DFA noted that this bill benefits APD by providing more efficient and effective use of depart-

ment resources, a way to be more responsive to the community, better intelligence about crimi-

nals, better communications with neighborhoods and local communities, and more community

support for BSO programs.

Community policing provides neighborhoods a greater voice in how they will be policed, includ-

ing identifying aspects in the neighborhood environment that may contribute to crime (i.e. aban-

doned buildings, poorly lit parks, etc.). It facilitates exchange of information between sworn of-

ficers and the general public to get permanent resolution to reoccurring problems. Citizens also

gain a better understanding of police capabilities and limitations and how best to use those re-

sources.

ADMINISTRATIVE IMPLICATIONS

DFA will coordinate the administration of the funds with APD in the form of a grant agreement.
