SUMMARY

Synopsis of Bill

House Bill 514 appropriates $1,000,000 from the general fund to the Board of Regents of East-

ern New Mexico University for expenditure in FY07 to continue the Re:Learning program to

support school improvement in all grades of public schools statewide.

FISCAL IMPLICATIONS

The appropriation of $1.0 million is a recurring expense to the general fund. Any unexpended or

unencumbered balance remaining at the end of FY07 shall revert to the general fund.

SIGNIFICANT ISSUES

In its last analysis, PED reported that Re:Learning provided services in over 180 schools and 40

school districts. The services include support to change, professional development to support

implementation of New Mexico Content Standards and three tiered licensure. Re:Learning has

provided services to New Mexico school districts since 1989, and, using both anecdotal and im-

provement in norm referenced tests, staff report improved student achievement in districts that

have received the services.

According to HED,

Re:Learning New Mexico is organized to respond to the immediate needs of schools,

communities and districts, providing service at no cost to the school or district. Its staff

includes four full-time professionals and one adjunct clerical staff who serves as office

manager for the entire project. Offices for Re:Learning are located in Santa Fe, Las Cru-

ces and Ruidoso. ENMU serves as fiscal agent for Re:Learning .

ENMU serves as the program’s fiscal agent. Consequently, the request for funding does not ap-

pear in the funding recommendations submitted by the regents to the Higher Education Depart-

ment.
