SUMMARY
Synopsis of Bill
House Bill 511 appropriates $3,100.0 from the general fund to Children, Youth and Families
Department for the purposes as follows:
1.
one million dollars (1,000,000) to increase funding for scholarships for early childhood
teachers
2.
two million dollars ($2,000,000) to increase funding for aim high programs
3.
one hundred thousand dollars ($100,000) to fund accreditation efforts for childcare cen-
ters.
FISCAL IMPLICATIONS
The appropriation of $3,100.0 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert
to the general fund.

SIGNIFICANT ISSUES
Child care quality improvement initiatives are critical factors supporting parent comfort in utiliz-
ing available child care services and in achieving better developmental and early educational
outcomes for the children served.
PERFORMANCE IMPLICATIONS
The bill would positively impact measures of the CYFD quality child care initiative including
“Percent of licensed childcare providers participating in Aim High/Stars”, “Percent of licensed
childcare providers at Stars level 3 or above”, and “Percent of licensed childcare providers with
an increased level of quality.”
ADMINISTRATIVE IMPLICATIONS
The administrative costs associated with implementing this legislation will be absorbed from ex-
isting resources.

OTHER SUBSTANTIVE ISSUES
The existing early childhood teacher scholarship program in New Mexico is T.E.A.C.H.
(Teacher Education And Compensation Helps). T.E.A.C.H. was funded in FY05, in large part,
through $450,000 in pre-K funding.
