SUMMARY
Synopsis of Bill
House Bill 510 appropriates $300,000 from the general fund to the Board of Regents of the Uni-
versity of New Mexico (UNM) to expand the programs of the department of theatre and dance.
FISCAL IMPLICATIONS
The appropriation of $300,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balances will not revert to the general fund. Information
provided through the Higher Education Department (HED) indicates that the intention is to ex-
pend the requested funds over a two-year period. These funds would augment funding for in-
structional programs provided to UNM through the higher education “Instruction & General”
formula.
SIGNIFICANT ISSUES
This proposal was not included among the special program funding requests submitted by UNM

to the HED for review. Consequently, this proposal has not been included in the HED fiscal year
2007 funding recommendations to the Legislature.
ADMINISTRATIVE IMPLICATIONS
UNM would bear administrative responsibility for managing the requested funds.
OTHER SUBSTANTIVE ISSUES
Information provided by HED states that the UNM Department of Theatre and Dance would like
to use the proposed appropriation to create a professional resident theater company in UNM’s
College of Fine Arts with the partnership of the Tricklock Theatre, a nationally recognized thea-
tre company in Albuquerque and the presenter of the international Revolutions Theatre Festival.
UNM's Department of Theatre and Dance is planning a formal relationship that will recognize
Tricklock as the Department's resident theatre company. The partnership proposes to:
1) Provide master classes for students studying acting and directing and a model of a
working theatre that has been recognized for its creative and innovative strength
2) Act as a magnet for recruitment from high schools to UNM's performing arts train-
ing programs and centering the Revolutions Festival at UNM to assist with recruitment
nationwide
3) Create graduate assistantships that offer professional level interaction with Trick-
lock for graduate students pursuing the MFA professional degree in dramatic writing or
dance performance
4) Host UNM's Dramatic Writing Program, the statewide summer scriptwriting com-
petition for teens
5) Make available artistic collaborations in relation to media and performance through
UNM's ARTSlab (Arts Research Technology and Science Laboratory) Albuquerque.
The requested funding will support the following areas where Tricklock and the department will
work together:
1) Instructional (Company members teaching master classes in acting and directing);
2) Technical personnel to support mounting productions by Tricklock in the depart-
ment's theaters;
3) Providing graduate assistantships funds for graduate students in the department's
graduate programs to intern with this professional company;
4) Staff producing support from Tricklock for the graduate Dramatic Writing
Program's annual three week new works festival called Words Afire;
5) Technical support to mount productions in Tricklock's international theatre festi-
val called Revolutions.
6) Instructional and staff support to house Tricklock's statewide youth playwriting
competition and acting apprenticeship program called the Manoa Project - a program
aimed at recruiting talented students to pursue a university education in the arts;
7) Operations support for administration of the residency.
