SUMMARY

Synopsis of Bill

House Bill 470 appropriates $50,000 from the general fund to the Board of Regents of New

Mexico State University to support the rodeo team.

FISCAL IMPLICATIONS

The appropriation of $50,000 contained in this bill is a recurring expense to the general fund.

Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert

to the general fund. NMSU indicates the funding would be utilized for rodeo team travel and

scholarship expenditures.

SIGNIFICANT ISSUES

This proposal was not included among the special program funding requests submitted by the

NMSU to the Higher Education Department (HED) for review. Consequently, this proposal has

not been included in the HED fiscal year 2007 funding recommendations to the Legislature.

ADMINISTRATIVE IMPLICATIONS

NMSU would administer the requested appropriation. No significant administrative impact is

apparent.

CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP

This bill is generally related to House Bill 50 which appropriates funds for the NMSU equestrian

program.

OTHER SUBSTANTIVE ISSUES

NMSU submitted the following information regarding this proposal:

The NMSU rodeo team (Aggie Rodeo Association) has enjoyed abundant success in the past two

years, creating a positive recruitment situation for higher education in New Mexico. The rodeo

team at NMSU is made up of sixty three team members, forty of which receive assistance in the

form of scholarship. All sixty three team members are academically eligible and both the men’s

and women’s teams are rated number one in the Grand Canyon Region.

The Aggie Rodeo Association allows students who are involved in the sport of rodeo to continue

pursuit of their rodeo goals while achieving sound academic goals. In supporting these students

NMSU is able to retain students and provide them with leadership and teamwork skills. In

achieving their educational and rodeo goals, students bring recognition at the community level,

regional level, and national level, as well as to themselves and to New Mexico State University.

Last December, Governor Bill Richardson announced the distribution of more than $750,000 to

projects throughout the state designed to promote participation and attendance at rodeo events.

NMSU will receive $16,500 to improve lighting and the hay/feed storage barn at $16,500. The

state will also fund the first-ever Collegiate Rodeo Finals. This annual event will allow New

Mexico’s five public post-secondary institutions with rodeo programs to face off for the state ro-

deo title.
