SUMMARY
Synopsis of Bill
House Bill 464 appropriates $350,000 from the general fund to the Department of Health to de-
velop and implement a substance abuse program in San Miguel County.
FISCAL IMPLICATIONS
The appropriation of $350,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert
to the general fund.
SIGNIFICANT ISSUES
The Department of Health (DOH) states that San Miguel County is currently underserved for
substance abuse prevention services.
According to DOH, the 2004 New Mexico Social Indictor Report ranks San Miguel County 7th
in the state for past 30-day use of alcohol among 9th through 12th graders and 5th for past 30-

day marijuana use. San Miguel County also ranks among the top 10 for alcohol and or drug re-
lated hospitalization rates, and 4th in the state for alcohol-related crashes between the years of
2000 and 2002.
PERFORMANCE IMPLICATIONS
DOH adds that, although this appropriation is not a part of the DOH executive budget request, it
is part of the department’s Strategic Plan, Program Area 5: Behavioral Health Services, Objec-
tive 1: Improve access, quality, and value of mental health and substance abuse services.
ADMINISTRATIVE IMPLICATIONS
DOH notes that all behavioral health services, including substance abuse programs, are being
coordinated through a collaborative effort with 17 state agencies. Services will be required to
flow through the collaborative through a contract with Value Options - New Mexico (VO-NM).
If this appropriation is realized, the resources would likely be administered through VO-NM.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL
According to DOH, funding may not otherwise be available for developing and implementing a
substance abuse program in San Miguel County.
