SUMMARY
Synopsis of Bill
House Bill 428 appropriates $100,000 from the general fund to the Board of Regents of the Uni-
versity of New Mexico to support the Saturday science and mathematics academy mentorship
program to prepare minority children for college studies.
FISCAL IMPLICATIONS
The appropriation of $100,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert
to the general fund.
SIGNIFICANT ISSUES
This proposal was not included among the special program funding requests submitted by the
University of New Mexico to the Higher Education Department (HED) for review. Conse-
quently, this proposal has not been included in the HED fiscal year 2007 funding recommenda-
tions to the Legislature.

PERFORMANCE IMPLICATIONS
The Public Education Department (PED) reports that this program would align with the Public
School Support performance measures to raise student achievement on the criterion-referenced
assessments in mathematics and science.
ADMINISTRATIVE IMPLICATIONS
UNM would bear administrative responsibility for this appropriation.
OTHER SUBSTANTIVE ISSUES
PED notes that clarification is needed regarding a number of aspects of this program, such as ob-
jectives and goals, target audience, program activities, relationship to other outreach programs
and alignment of activities with New Mexico standards and benchmarks for mathematics and
science.
