SUMMARY
Synopsis of Bill
House Bill 427 appropriates $400 thousand from the general fund to the Local Government Divi-
sion (LGD) of the Department of Finance and Administration (DFA) in FY07 to purchase and
install fuel pumps and in-ground fuel storage pumps in Sandoval County to serve both Sandoval
County and the City of Rio Rancho.
FISCAL IMPLICATIONS
The appropriation of $400 thousand contained in this bill is a non-recurring expense to the gen-
eral fund. Any unexpended or unencumbered balance remaining at the end of FY07 would revert
to the general fund.
SIGNIFICANT ISSUES
DFA noted the County of Sandoval will purchase six card reader fuel pumps, a 10,000 gallon
tank for diesel and another 20,000 gallon storage tank for gas. The tanks will supplement a
4,000 gallon diesel tank and a 6,000 gallon gas tank currently in use. The storage tanks will al-

low the county to purchase fuel in larger quantities and cut down on delivery charges, which will
cut fuel cost by approximately $100,000. Additionally, other government entities will be able to
use the expanded system and would translate into additional savings for those entities in addition
to a savings for the state of New Mexico.
ADMINISTRATIVE IMPLICATIONS
The LGD would coordinate the funding for products and services with Sandoval County, where
the county would issue a request for proposals (RFP) for products and services. Additional re-
sources/staffing would not be required to administer the appropriation.
