SUMMARY
Synopsis of Bill
House Bill 292 appropriates $100 thousand from the general fund to DOH for the purpose of
providing maternal child health services in Socorro County.
FISCAL IMPLICATIONS
The appropriation of $100 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY07 shall revert to the
general fund.
SIGNIFICANT ISSUES
DOH notes, under the County Maternal and Child Health Plan Act (CMCH Plan Act), DOH
funds county/community-based health councils, including one in Socorro County. The health
council recognized by the County Commission is Socorro County Options, Prevention and Edu-
cation (S.C.O.P.E.). The Socorro General Hospital Maternal and Child Health Program serves as
a subcommittee of S.CO.P.E. During the 2004 Legislative session, the Socorro General Hospital

Maternal and Child Health Program received a special appropriation of $75 thousand for mater-
nal and child health services, that was administered through the DOH. The department contin-
ued this level of funding for maternal and child health services by Socorro General Hospital Ma-
ternal and Child Health Program for Socorro County in FY06. Separate funding for coordination
of services was provided to S.C.O.P.E. through funds allocated under the County Maternal and
Child Health Plan Act.
RELATIONSHIP
House Bill 292 relates to House Bill 672, which appropriates $3.3 million for maternal and child
health programs. Additionally, the General Appropriation Act of 2006 includes approximately
$2.8 million for contracts related to the County Maternal and Child Plan Act.
ALTERNATIVES
DOH suggests Socorro General Hospital Maternal Child Health Program through S.C.O.P.E.
could respond to an upcoming Request for Proposals for funds allocated under the County Ma-
ternal and Child Health Plan Act contingent upon approval from the 2007 Legislature.
