SUMMARY

Synopsis of Bill

House Bill 267 proposes to create the New Mexico Compulsive Gambling Council. The bill

names 15 members to the council, including governor’s staff, Gaming Control Board, New Mex-

ico Lottery, a fraternal organization that sponsors gambling, experts in the field of compulsive

gambling, Native American casinos, behavioral health professionals and members of the general

public. Council members will serve without per diem or mileage.

The council will develop and implement a New Mexico Compulsive Gambling Strategic plan,

recommend compulsive gambling prevention and treatment program standards; collaborate to

link compulsive gambling data collection and referral information, collaborate to improve data

collection; work with the Aging and Long-Term Services Department to educate seniors on com-

pulsive gambling prevention and treatment, develop and recommend a voluntary self-exclusion

program. The council will develop and submit an annual report to the governor and appropriate

interim legislative committees describing key findings and progress on implementation of the

New Mexico Strategic Prevention and Treatment of Compulsive Gambling Plan.

FISCAL IMPLICATIONS

DOH indicates this bill does not have any fiscal implications at this time. Implementing recom-

mendations of the council may have fiscal implications but additional funds for compulsive

gambling treatment are included in the executive budget.

SIGNIFICANT ISSUES

This bill is supported by DOH. This bill would continue the work of the New Mexico Compul-

sive Gaming Task Force that was created by Governor Richardson in March 2005. One of the

key recommendations of this task force was the creation of a New Mexico Compulsive Gam-

bling Council.
