SUMMARY
Synopsis of Bill
House Bill 257 appropriates $160,000 from the general fund to the Higher Education Department
for expenditure in fiscal years 2007 and 2008 to fund a filmmaking training pilot program at the
Santa Fe Community College for Santa Fe public school teachers. The appropriation shall be
used for film equipment and training materials.
FISCAL IMPLICATIONS
The appropriation of $160,000 contained in this bill is a recurring expense to the general fund.
The funds may be spent in fiscal years 2007 and 2008. Any unexpended or unencumbered bal-
ance remaining at the end of fiscal year 2008 shall revert to the general fund.

SIGNIFICANT ISSUES
This proposal was not included in the list of priority capital projects submitted to the New Mex-
ico Higher Education Department for review and it was not in the Legislative Finance Commit-
tee’s budget recommendations.
The Public Education Department notes that using 21st century tools to develop 21st century
learning skills is a key strategy, as defined by the Partnership for 21st Century Skills. The Part-
nership has stated that “students need to learn how to use 21st century tools beginning in elemen-
tary school to take full advantage of the vast array of research and multimedia resources, digital
content and communications options available to them.” Until recently, digital video was consid-
ered prohibitively expensive. Today, it is common-place and affordable but without trained
teachers, students will not develop these skills until later than necessary.
ADMINISTRATIVE IMPLICATIONS
The Higher Education Department is the fiscal agent for this appropriation.
OTHER SUBSTANTIVE ISSUES
The Higher Education Department notes that it is unclear what Santa Fe public school population
will be targeted for teacher training in filmmaking. HB257 does not specify the training is tar-
geted at elementary, middle or high school teachers. Training Santa Fe public school teachers in
filmmaking technology implies that the curriculum will be expanded to include such courses for
public school students.
