SUMMARY
House Bill 256 appropriates from the general fund to DCA to fund a statewide educational art
outreach programs, to maintain and conserve artwork collections and to develop public activities
aimed at raising national and international awareness of New Mexico’s importance to the art
world.
FISCAL IMPLICATIONS
House Bill 256 appropriates $200.0 from the general fund and is recurring. Any unexpended or
unencumbered balance remaining at the end of FY07 shall revert to the general fund.
SIGNIFICANT ISSUES
According to DCA, House Bill 256 stipulates that these art-related programs and activities will
be conducted through a museum located in Santa Fe that is primarily dedicated to a female artist
of the twentieth century. It appears that the proposed bill is specifying the Georgia O’Keeffe Mu-
seum for these programs.

The DCA will conduct an RFP process to accommodate the state procurement process.
OTHER SUBSTANTIVE ISSUES
According to DCA, the Georgia O’Keeffe Museum is an important economic driver through
tourism, as well as an important educational outreach tool. It should be noted that when the
O’Keeffe Museum opened in 1997, our state-run museums in Santa Fe enjoyed unprecedented
increases in attendance.
