Synopsis of House Government and Urban Affairs Committee Amendment

On page 1, line 18 after “to” strike the remainder of the line, strike line 19 in its entirety and

strike line 20 up to the period and insert in lieu thereof “contract with a nonprofit organization in

Santa Fe that provides emergency shelter and food, a supportive living program for homeless

persons facing special challenges, a family transitional housing program for homeless families

with children and a senior transitional housing program to homeless individuals and families in

Santa Fe and surrounding communities”.

The amendment indicates HSD is to contract for these expanded service criteria with a Santa Fe

non-profit.

Synopsis of Original Bill

House Bill 224 appropriates $206 thousand from the general fund to the Human Services

Department for the purpose of providing Santa Fe County emergency and transitional sheltering

services and meals for the homeless and mentally and physically disabled.

FISCAL IMPLICATIONS

The appropriation of $206 thousand contained in this bill is a recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of FY07 shall revert to the

general fund.

SIGNIFICANT ISSUES

The New Mexico Mortgage Finance Authority traditionally disburses any funds provided by the

State Legislature to agencies statewide that provide shelter and meals service to homeless

persons. The funding in HB 224 is specific to Santa Fe County only.

HSD reports that The New Mexico 2005 point in time count of homeless population by county,

showed 340 persons in Santa Fe County that were homeless on that night in January. Of those

counted, 191 persons were unsheltered.

PED notes the number of homeless children and youths in New Mexico, according to a 2004-05

program data collection report, is 4,386. The primary night residences for New Mexico’s

homeless children and youths, at the time of initial identification are shelters, doubled-up (by

having an unreliable nighttime residence), unsheltered (e.g., cars, parks, campgrounds, etc.) and

hotels.
