SUMMARY

Synopsis of Bill

House Bill 101 appropriates $100,000 from the general fund to the Board of Regents of New

Mexico State University (NMSU) to establish an agriculture leadership program in the College

of Agriculture and Home Economics.

FISCAL IMPLICATIONS

The appropriation of $100,000 contained in this bill is a recurring expense to the general fund.

Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert

to the general fund.

SIGNIFICANT ISSUES

This request was not in the list of priority projects submitted by NMSU to the Higher Education

Department (HED) for review. Consequently, this request was not included in HED's funding

recommendation for fiscal year 2007.

ADMINISTRATIVE IMPLICATIONS

NMSU states that the requested funding would provide a full time staff person to manage the

program.

OTHER SUBSTANTIVE ISSUES

Information provided by NMSU and HED indicates that a small agriculture leadership program

has existed for three years with the help of a part-time staff member. The program is currently a

partnership between the New Mexico Department of Agriculture and the College of Agriculture

and Home Economics. Its goals are as follows:

1) Enhance the program to become a strong professional development piece.

2) Hire a full time staff member.

3) Grow the program from 10 students to more than 15 students.

The appropriation in House Bill 101 would provide funds for the agricultural leadership program

to offer leadership development and exposure to economic, political, social, and cultural issues

on local, state, national, and international levels to agricultural producers in New Mexico. Pro-

gram participants develop leadership skills in order to serve as better leaders in their respective

industries and communities. These funds will allow the program to expand its outreach, recruit-

ment and marketing efforts along with covering seminar costs.
