SUMMARY
House Bill 59 appropriates $25.0 from the GENERAL FUND for expenditure in 2007 to Chil-
dren, Youth and Family for the purpose of for programs which aid abused or neglected boys and
girls at faith-based boys and girls ranches.
FISCAL IMPLICATIONS
This appropriation was not part of CYFD’s request and is not included in the executive recom-
mendation.
The appropriation of $25.0 contained in this bill is a RECURRING expense to the GENERAL
FUND. Any unexpended or unencumbered balance remaining at the end of 2007 shall revert to
the GENERAL FUND.

SIGNIFICANT ISSUES
The type of programming intended by the appropriation is not defined other than to say that the
appropriation would be used to aid abused or neglected children at the ranches. The Boys and
Girls ranches are identified in the bill as ‘faith-based’. This would indicate that state and federal
guidelines for faith-based organizations should be followed.
The contract with the eligible provider should specify and ensure state funds are not used for any
religious, sectarian or denominational purposes, instruction or material.
PERFORMANCE IMPLICATIONS
None noted for CYFD.
ADMINISTRATIVE IMPLICATIONS
Children, Youth and Families Department would absorb the administrative costs associated with
this additional funding.
