SUMMARY
Synopsis of Bill
House Bill 28 appropriates $85 thousand from the general fund to the Tourism Department for
the purpose of promoting adventure tourism and providing hospitality training in McKinley
County, New Mexico.
FISCAL IMPLICATIONS
The appropriation of $85 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY07 shall revert to the
general fund.
SIGNIFICANT ISSUES
The Tourism Department supports any legislation that promotes tourism. The adventure travel
tourism market is a rapidly growing segment within the tourism industry.

PERFORMANCE IMPLICATIONS
According to the Tourism Department, promoting New Mexico, specifically McKinley County,
to adventure travel visitors may result in increased visitation to New Mexico, a key performance
measure for NMTD.
ALTERNATIVES
The Tourism Department indicates that without this appropriation it does not have the budget or
resources to carry out such a program.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL
Adventure travel enthusiasts may not know the many resources New Mexico has to offer for ad-
venture sports, thereby reducing the total number of potential visitors to the state.
