SUMMARY
Synopsis of Bill
House Bill 14 appropriates $100,000 from the general fund to the Higher Education Department
(HED) to provide operating expenses for a golfing program for indigent youth residing in San
Juan County. The bill contains the emergency clause and specifies that the funding is non-
reverting.
FISCAL IMPLICATIONS
The appropriation of $100,000 contained in this bill is a recurring expense to the general fund.
Approval of this legislation with the emergency clause would enable funds to be utilized begin-
ning in fiscal year 2006. Any unexpended or unencumbered balance will not revert to the gen-
eral fund.
SIGNIFICANT ISSUES
This proposal was not submitted to the Higher Education Department (HED) for consideration
during the annual funding recommendation development process. Consequently, no recommend

dation for this purpose is included in the higher education funding recommendations for fiscal
year 2007.
ADMINISTRATIVE IMPLICATIONS
As drafted, this bill would require HED to administer the appropriation. Information provided
by HED indicates that San Juan College has served as administrative agent for the existing pro-
gram that provides these services. HED would likely transfer the appropriation to San Juan Col-
lege if the current administrative arrangement can be continued.
OTHER SUBSTANTIVE ISSUES
Information provided by HED indicates that the First Tee Chapter of San Juan County is an edu-
cational program that began in 2004. The goal of the program is to provide a solid character
building program for the youth of San Juan County, with a primary focus on underprivileged
children. The youth golf program focuses on teaching nine core values that include life skills,
character, and confidence building to make children aware of the decisions they make on a daily
basis and how those decisions impact their futures. San Juan College serves as a partner and fis-
cal agent for the program. The program uses San Juan College’s 501-C3 status to operate the
program and to purchase insurance for the program.
ALTERNATIVES
Consideration could be given to appropriating the requested funding directly to San Juan Col-
lege. Appropriating the funds to HED when San Juan College has served as fiscal agent for the
program appears to add an unnecessary step in the administrative process.
