I request that the following change be made to a prior appropriation:

The unexpended balance of the appropriation to the local government division in Subsection

363 of Section 34 of Chapter 126 of Laws 2004 for a veterinary mobile surgery clinic in Las

Cruces shall not be expended for the original purpose but is changed to construct and equip

the cave and karst research institute in Carlsbad in Eddy county.
