                                         SUBSTITUTE FOR SENATE BILL 790

AMENDMENT sponsored by SENATOR JENNINGS

     1. On page 1, line 13, before the period insert "; DECLARING AN EMERGENCY".

     2. On page 1, line 25, strike "2006" and insert in lieu thereof "2005".

     3. On page 1, line 25, insert a new section:

     "Section 3. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately."
