has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, line 13, after "INSTRUMENTS" insert "; DECLARING AN EMERGENCY".

    2. On page 2, strike lines 24 and 25 in their entirety and insert in lieu thereof:

    "Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.".
