Mr. Speaker:

    Your EDUCATION COMMITTEE, to whom has been referred

HOUSE BILL 867

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 3, between lines 18 and 19, insert the following new subsection:

          "B. Except for the premiums for life and disability coverage, which may be adjusted based on the value of the benefits, beginning December 1, 2006 and ending November 30, 2007, the rates of premiums for group health insurance assessed by the authority to the Albuquerque public school district shall not exceed the Albuquerque public school district premium rates to be charged on December 1, 2006.".

     2. Reletter the succeeding subsections accordingly.

     3. On page 8, line 3, after the paragraph designation "(7)" strike the remainder of the line and strike line 4 through the comma and insert in lieu thereof "two members to be selected by the employees of the Albuquerque public school district who are enrolled in an authority group health insurance program,".,

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
