Mr. Speaker:

    Your APPROPRIATIONS AND FINANCE COMMITTEE, to whom has been referred

HOUSE BILL 497

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 10, line 21, strike the comma and strike line 22 in its entirety and insert in lieu thereof a period and "Subject to the requirements of Subsection B of this section, the council shall consist of:".

     2. On page 11, line 5, after "members" insert a comma and

"one from each congressional district,".

     3. On page 11, line 6, strike "and" and between lines 6 and 7 insert the following new paragraphs:

                "(5) one member appointed by the speaker of the house of representatives;

                (6) one member appointed by the president pro tempore of the senate; and".

     4. Renumber the succeeding paragraph accordingly.

     5. On page 11, between lines 8 and 9 insert the following new subsection:

          "B. No appointee to the council shall be a member of the public regulation commission, the superintendent of insurance or any other employee of the commission or an active member of a municipal fire department or a county fire district.".

     6. Reletter the succeeding subsections accordingly.

     7. On page 11, line 9, after the subsection designation insert "The council shall elect a chair and vice chair from its membership.".
