    Your PUBLIC AFFAIRS COMMITTEE, to whom has been referred

HOUSE BILL 481, as amended

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. Strike all house consumer and public affairs committee amendments.

    2. On page 1, line 25, strike "thirty-nine" and insert in

lieu thereof "thirty-five".

    3. On page 2, line 2, strike "six" and insert in lieu thereof "five", and after "representatives" insert "at least two of whom shall be members of the minority".

    4. On page 2, line 3, strike "six" and insert in lieu thereof "five".

    5. On page 2, line 4, after "senate" insert "at least two of whom shall be members of the minority".

    6. On page 2, line 10, strike "three" and insert in lieu thereof "two".

    7. On page 2, line 13, strike "two" and insert in lieu thereof "one", strike "represent" and insert in lieu thereof "represents" and strike "less" and insert in lieu thereof "fewer".

    8. On page 2, line 15, strike "three" and insert in lieu thereof "two".

    9. On page 2, line 16, strike "two" and insert in lieu thereof "one" and strike "represent" and insert in lieu thereof "represents".

    10. On page 2, line 17, strike "less" and insert in lieu thereof "fewer".

    11. On page 2, line 18, strike "three" and insert in lieu thereof "two".

    12. On page 2, line 20, strike "three" and insert in lieu thereof "two".

    13. On page 2, between lines 21 and 22, insert the following new paragraph:

             "(6) two members of the general public who are uninsured at the time of appointment, one of whom shall be appointed by the speaker of the house of representatives and one of whom shall be appointed by the president pro tempore of the senate;".

    14. Renumber the succeeding paragraphs accordingly.

    15. On page 2, lines 23 and 24, strike "three health care practitioners licensed to practice in the state of New Mexico" and insert in lieu thereof:

"four health care providers, licensed or certified to provide service in New Mexico, one of whom is a health care practitioner and is appointed by the speaker of the house of representatives; one of whom is a health care practitioner and is appointed by the president pro tempore of the senate; and one of whom represents hospitals in the state and one of whom is a physician, both of whom are appointed by the governor".

    16. On page 2, line 25, strike "one member" and insert in lieu thereof "two members".

    17. On page 3, lines 5 and 6, strike Paragraph (2) in its entirety and on lines 9 and 10, strike Paragraph (4) in its entirety.

    18. Renumber the paragraphs in Subsection D accordingly.

    19. On page 3, between lines 19 and 20, insert the following new subsection:

         "F. The governor, the speaker of the house of representatives and the president pro tempore of the senate shall ensure that at least two members of the committee are Native American and that rural areas are represented.".

    20. Reletter the succeeding subsection accordingly.

    21. On page 4, line 7, after "needs" insert ", rising health care costs".,

and thence referred to the FINANCE COMMITTEE.
