has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, line 11, strike “REQUIRING” and insert in lieu thereof “ESTABLISHING STANDARDS FOR”.

    2. On page 1, lines 12 and 13, strike “; MAKING AN APPROPRIATION”.

    3. On pages 1 and 2, strike Section 2 in its entirety.
