AN ACT

MAKING APPROPRIATIONS AND AUTHORIZING EXPENDITURES FOR THE STATE FAIR COMMISSION.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. SHORT TITLE.--This act may be cited as the "State Fair Commission Appropriation Act".

     Section 2. DEFINITIONS.--As used in the State Fair Commission Appropriation Act, "other state funds" means:

          A. unencumbered balances in state agency accounts appropriated by the General Appropriation Act of 2005; and

          B. all revenue available to state agencies from sources other than the general fund and federal funds.

     Section 3. FORMAT.--The general format of the appropriations set forth in the State Fair Commission Appropriation Act with respect to symbols used, column headings and stating of amounts is that used in the General Appropriation Act of 2005.

     Section 4. FISCAL YEAR 2007 APPROPRIATIONS AND PERFORMANCE STANDARDS.--

STATE FAIR COMMISSION

(1) State Fair:

The purpose of the state fair program is to promote the New Mexico state fair as a year-round operation with venues, events and facilities that provide for greater use of the assets of the agency.

     Appropriations:

     (a)  Personal services and

Authorized FTE: 59.00 Perm; 18.00 Term

     Pursuant to Laws 2004, Chapter 119, the internal service funds/interagency transfers appropriation to the state fair program includes six hundred ninety-seven thousand dollars ($697,000) from pari-mutuel tax revenues for debt service on negotiable bonds issued for the capital improvements.

     Performance Measures:

     (a) Quality:   Percent of surveyed attendees at the

annual state fair event rating their

                     experience as satisfactory or better        87%

     (b)  Outcome:  Number of paid attendees at annual

                     state fair event                        650,000

     (c) Quality:   Percent of surveyed attendees at the

                     annual state fair event rating that

                     the state fair has improved                 44%

     Category transfers and budget increases from other state funds are specifically authorized for the state fair commission. Such other state funds are appropriated.
