A RESOLUTION

AMENDING THE SENATE RULES TO PROVIDE FOR THE DESIGNATION OF PRIORITY LEGISLATION THAT WOULD BE CONSIDERED BEFORE OTHER LEGISLATION.

     WHEREAS, the rules of the senate may be amended by a two-thirds' vote of the senators elected or by a majority vote of the members of the senate upon the recommendation of the rules committee;

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that:

     1. A new Senate Rule 9-10 be adopted to read:

"9-10           A committee chairman shall ensure that bills,

                resolutions and memorials designated by members

                of the senate as priority legislation pursuant

                to Senate Rule 11-9-1 are scheduled for                    hearings before any other bills, resolutions or

                memorials that are referred to the committee.".

     2. Senate Rule 11-9-1 be amended to read:

"11-9-1         Every bill, resolution or memorial introduced in the senate by a senator shall be endorsed by the senator sponsoring the bill, resolution or memorial and by each senator co-sponsoring the bill, resolution or memorial. A senator may designate up to five bills, resolutions or memorials introduced during the first five calendar days of a regular session that convenes in an even-numbered year and the first ten calendar days of a regular session that convenes in an odd-numbered year as priority legislation.".

     3. Senate Rule 11-22-1 be amended to read:

"11-22-1        All bills whether reported in by a committee or ordered placed upon the calendar by vote of the senate and on order of third reading shall be placed on the daily printed calendar in their regular order except that bills, resolutions and memorials designated by members of the senate as priority legislation pursuant to Senate Rule 11-9-1 shall be placed on the calendar ahead of other legislation.".
