A RESOLUTION

AMENDING THE HOUSE RULES TO ALLOW THE HOUSE RULES AND ORDER OF BUSINESS COMMITTEE TO RECOMMEND SUBSTITUTES FOR BILLS RELATING TO THE PUBLIC PEACE, HEALTH, SAFETY AND WELFARE.

 

     WHEREAS, the rules of the house of representatives may be amended by a two-thirds' vote of the members elected or by a majority vote of the members of the house of representatives upon the recommendation of the rules and order of business committee;

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that a new House Rule 9-2-2 be adopted to read:

"9-2-2    The house rules and order of business committee is designated as the committee to which bills that relate only to the public peace, health, safety and welfare shall be referred. The rules and order of business committee is authorized to and shall consider and recommend substantive substitute proposals for such bills. Rules and order of business committee substitutes relating to the public peace, health, safety and welfare, when reported from committee, shall be subject to referral to a standing committee pursuant to House Rule 11-14.".
