A MEMORIAL
REQUESTING THE CITY OF ALBUQUERQUE TO COMPLY WITH ITS ESTABLISHED POLICY REGARDING THE MONTANO PROJECT PRIOR TO PROCEEDING TO STRIPE MONTANO BOULEVARD FOR FOUR LANES OF TRAFFIC.
WHEREAS, the army corp of engineers' 404 permit, issued to the city of Albuquerque, provides that Montano boulevard shall be limited permanently to two lanes with unrestricted use and one reversible direction lane that shall be reserved for restricted use by high occupancy vehicles and buses; and
WHEREAS, legislation adopted by the city of Albuquerque city council, Resolution 104, provides that substantial progress be made on certain projects before the city evaluates the need for an additional two lanes on the Montano bridge; and
WHEREAS, those projects include analysis of impacts on the Fourth street and Montano boulevard intersection; the redevelopment activities authorized for north Fourth street; and an evaluation of establishing a reversible high occupancy vehicle and bus lane on the Montano bridge; and
WHEREAS, the city has funded and received funding for the above named projects; and
WHEREAS, the expansion of Montano boulevard should be done in a way that is compatible with the redevelopment of north Fourth street as a pedestrian-oriented major transit corridor and the use of Montano boulevard as an enhanced transit corridor; and
WHEREAS, the expansion of Montano boulevard should be done in a way that identifies and combines the interests of both north valley and northwest mesa residents to resolve transportation and congestion issues for those areas;
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that the city of Albuquerque be requested to comply with its established policy regarding the Montano project prior to proceeding to stripe Montano boulevard for four lanes of traffic; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the mayor of Albuquerque and the members of the Albuquerque city council.
