    1. On page 1, line 14, strike "PRISONERS" and insert in lieu thereof "INMATES".

    2. On page 1, line 16, strike "prisoners" and insert in lieu thereof "inmates".

    3. On page 1, between lines 23 and 24, insert the following:

    "WHEREAS, the treaty of 1868 between the United States and the Navajo Nation explicitly ensured safety for the Navajo people, an assurance further implied by the federal Snyder Act; and".

    4. On page 2, line 1, strike "twelve" and insert in lieu thereof "four" and after "per" insert "one".

    5. On page 2, line 5, strike "too little" and insert in lieu thereof "limited".
