has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 2, line 18, after "include" insert "a member of the house of representatives appointed by the speaker of the house of representatives and a member of the senate appointed by the president pro tempore of the senate,".

     2. On page 2, line 24, after "force" insert "prepare a written".

     3. On page 2, line 25, after "report" strike "be presented" and insert in lieu thereof "and present it".
