SUMMARY

Synopsis of Bill

Senate Bill 192 provides for the authorization of vendors to sell state park passes, permits and

other state park products pursuant to rules adopted by the EMNRD secretary. The bill also au-

thorizes vendors to retain a portion of the sale price.

Significant Issues

State Parks Division (SPD) expects this bill to offer opportunities for the division to increase the

sale of park passes and merchandise throughout the state and to provide a higher level of cus-

tomer service and convenience.

The ability of vendors to retain a portion of the sale price is also expected to increase vendor par-

ticipation.

PERFORMANCE IMPLICATIONS

This bill will help impact key measures set by the legislature by increasing the number of visitors

to state parks and by increasing the amount of self-generated revenue per visitor

FISCAL IMPLICATIONS

SPD estimates that increasing points of sales could result in a 10% increase in permits sales.

This translates to selling an additional:

1091 Annual Day Use Permits at an estimated increase of $38,178

•

171 Senior Annual Camping Permits at $17,060

•

20 New Mexico Resident Annual Camping Permits at $3,600

SPD estimates additional revenues from the $61,961 annually from these park fees and expects

further revenues from the sale of merchandise advertising state parks. Subject to rules adopted

by the EMNRD secretary, authorized vendors will be allowed to retain a portion of the sale price

resulting in estimated net revenues from permit sales of $50 thousand. Revenues from the sale

of merchandise cannot be determined at this time.

ADMINISTRATIVE IMPLICATIONS

SPD plans a close review of the Department of Game and Fish’s successful license vendor pro-

gram, which has been operational for over fifty years, in order to determine the needs and opera-

tional standards for SPD.
