SUMMARY

Synopsis of Bill

Senate Bill 22 appropriates $300,000 from the general fund to the Department of Finance and

Administration (DFA) in FY06, including $200,000 for the north central New Mexico economic

development district and $100,000 for the northwest New Mexico Council of Governments to

provide technical assistance to community land grants for comprehensive planning, including

economic development, housing, land use, infrastructure and grant administration and training to

operate as political subdivisions of the state.

Significant Issues

DFA indicates that SB22, introduced for the Interim Land Grant Committee, would follow up on

last year's first ever update of the law pertaining to community land grants, which included lan-

guage empowering the Local Government Division to approve a comprehensive plan for a land

grant community. This appropriation would be used to hire planners and others who can offer the

requisite technical assistance. DFA noted that use of the north central and northwest regional

planning districts would help assure that land grant communities can learn how to conduct com-

prehensive plans, administer grants, and become trained to act as political subdivisions of the

state within the one year period set forth in the legislation.

FISCAL IMPLICATIONS

The appropriation of $300,000 contained in this bill is a non-recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to the

general fund.
