Synopsis of Bill
House Bill 612 appropriates $211.7 thousand from the general fund to the Public Education De-
partment (PED) for FY05 and FY06 to establish a National Defense Cadet Corps at Capital high
school in Santa Fe, New Mexico.
Significant Issues
The National Defense Cadet Corps is a program of instruction at secondary schools that do not
have Reserve Officers' Training Corps training, to provide military training that will be of benefit
to the student and of value to the Army if one should become a member.
HB 612 has an emergency clause.
PERFORMANCE IMPLICATIONS
The appropriation is contingent upon receipt by Capital high school of an evaluation graded
“successful” by the National Defense Cadet Corps on the school’s complete capability and
readiness to initiate such a program.
FISCAL IMPLICATIONS
The appropriation of $211.7 thousand contained in this bill is a recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to the
general fund.
The appropriation requested was not part of the PED’s budget request submitted for review to
the LFC in 2004. In the review, the Committee suggests the agency concentrate on stabilizing
current program areas by improving oversight activities for the 89 districts, including data as-
sessment, reporting, and financial accountability; and closing the achievement gap. This needs to
be accomplished with available resources and might require the redirection of resources and pri-
oritizing programs.

TECHNICAL ISSUES
The bill title is confusing as it suggests Santa Fe High School. Suggest either adding the word
‘district’ after the word ‘school’, or replacing the words ‘Santa Fe’ with the words ‘Capital
High’.
