Synopsis of Bill

Senate Resolution 2 seeks to change the rules of the senate to provide for a ranking member on

standing committees.

Significant Issues

Senate Resolution 2 proposes to add language requiring the Committees’ Committee to designate

a ranking member in addition to the chairman and vice chairman. The ranking member will not

be a member of the chairman’s political party nor hold a leadership position. The Committees’

Committee will consider seniority, length of service on the committee and respective leader pref-

erence.

ADMINISTRATIVE IMPLICATIONS

Rules may be amended by a two-thirds’ vote of the senators elected or by a majority vote of the

members of the senate upon the recommendation of the rules committee.

WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL.

Senate Rule 9-1-2 will remain unchanged.
